How hard is it to fix the starting mechanism in a 1988 Toyota Camry?

The starter and the ring gear in my 1988 Camry Wagon are both missing teeth, and as a result I am unable to start the car. When I turn the key over, the only thing that happens is the electronics turning on–there is no engine noise whatsoever. My question is how hard would it be for someone with limited mechanical experience to install both a new starter and ring gear?
